Alberta Liberals are demanding a public inquiry into why the government sat on a report highlighting poor construction practices for two years.
The 2008 report found problems with building envelope failure in particular which can cause moisture and heat loss problems.

Construction mistakes like gaps between the frame and foundation, missing window flashing and tar paper, and too thin of stucco let the water in and the mould flourish.
Hnatiuk sat on a focus group that contributed to the building envelope report Alberta municipal affairs completed in 2008.
The report concluded building envelope failure is a big problem and it's caused by poor construction practices, unskilled trades and ineffective building inspection and enforcement.
